1 (16 ounce) package skinless, boneless chick… 1 clove garlic, minced 1 cup water, or as needed to cover 1 green bell pepper, chopped 1 onion, chopped 1 tablespoon extra-virgin olive oil 1 tablespoon ground black pepper 1 tablespoon salt 1 teaspoon ground cayenne pepper 2 cups all-purpose flour 2 tablespoons butter, or more to taste 3 cups cooked rice 3 stalks celery, chopped, or more to taste 4 bay leaves ¼ cup butter
